Explanation:
During the days of Valluvar, the role
of a minister was to advise the king to make the right policy decisions and execute
the decisions made by the king. These days, in a democratic government, the
legislators and the ministers take the decisions, and the senior civil servants
advise the ministers and execute the decisions the legislators make. In the
government, the senior civil servants act as the ministers did in a monarchy.
In the corporate environment, the Chief Executive Officer assumes the role of
the king, and the vice Presidents take the role of ministers. The vice
presidents are responsible for advising the CEO and executing the corporate
decisions.
